The Office of the Police, Fire and Crime Commissioner for Northamptonshire is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

This website is run by The Office of the Police, Fire and Crime Commissioner for Northamptonshire. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software

We know some parts of this website aren’t fully accessible.

Some older PDF documents aren’t fully accessible to screen readers. However, users can request accessible versions. We are in the process of reviewing and updating older PDF documents which should be completed by 31st January 2023.

Technical information about this website’s accessibility

The Office of the Northamptonshire Police, Fire and Crime Commissioner is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.

The content listed below is non-accessible for the following reasons.

  • Some content on our website is not available unless JavaScript is enabled, for example forms and maps.
  • The current Police, Fire and Crime Plan does not comply with the standards as set out in WCAG 1.4.3 Contrast (Minimum). There are elements in the document that do not have sufficient colour contrast, such as the ‘Prevention that keeps the county safe’ text on page 14. This is a legacy document and will be replaced with a new plan which is currently being developed and should be published in draft form in December 2024. A HTML version of the document is now available on our website.
  • We are also aware that the parts of the Independent Custody Visitor Application Form which can found here do not comply with the standards as set out in WCAG 4.1.2 Name, Role, Value – Select element must have an accessible name. Specifically the ‘Day’, ‘Month’ and ‘Year’ select elements below the ‘Date of Birth’ question in the form do not have accessible names. This is being addressed by our website provider and will be updated as soon as possible.

Non-Accessible Content

PDFs and other documents – Many of our older PDFs and Word documents do not meet accessibility standards – for example, they may not be structured so they’re accessible to a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2 (name, role value).

We have replaced most of the PDF and Word documents which are essential to our services, however users can request accessible versions. These are still a number of documents are being reviewed which should be completed by 31st December 2024.

With a few exceptions, all new PDFs or Word documents we publish will meet accessibility standards. All new documents that aren’t accessible will be clearly identified, and we will provide an accessible version wherever possible.

Content that is not within scope of the accessibility regulations

Many of our older PDFs and Word documents are not fully accessible, for example, they may not be easy to read using a screen reader.

We aim to have replaced or fixed any PDF and Word documents which are essential to our services, like forms published as Word documents.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we don’t plan to fix every older non-essential document like old campaign PDFs.

How we tested this website

We continually monitor and test the accessibility of our site and have made fixing and improving the accessibility of the site part of our daily work.

We test our website using the following browsers (latest browser release):

Windows: Microsoft Edge, Chrome, Firefox, Opera

Mac: Chrome, Firefox, Safari, Opera

Mobile: Apple iOS – Safari; Android – Default web browser and Chrome

To make sure our website is accessible as possible we have:

  • Tagged all our images with alternative (alt) text so that if you can’t see the image, you can still understand what it means
  • We use strong colour contrasts between foreground and background
  • The page text can be made larger to make it easier to see and read on your computer from any internet browser
  • We have used our headings correctly by making sure they’re not just ordinary text made to look big and bold
  • Links are meaningful so you can find the information you need quickly.
  • Tables used have clear headings and summaries
  • We use plain English which is clearly understandable, and have avoided using jargon where we can

This statement was prepared on 30th November 2022. It was last reviewed on 19th September 2024.

This website was last tested on for compliance with Web Content Accessibility Guidelines V2.1 leva A and AA on the 19th September 2024 and was carried out by Jump Media. The test was done manually and a number of pages were reviewed and included:

The OPFCC will also regularly review the website manually by sampling pages randomly to ensure they are compliant.
