PFCC Response
The Police, Fire and Crime Commissioner for Northamptonshire has received and read the HMICFRS PEEL inspection report, relating to Northamptonshire Police.
She acknowledges and thanks the Inspectorate for the work undertaken in the production of this. She was pleased that HMICFRS noted the positive, emerging, or innovative practice that is existent across areas of the Force and that this has been subject to recognition and comment as a part of the overall assessment, as well as the Force being acknowledged as good in some assessment areas.
The Commissioner understands the rationale for the inadequate assessment relating to investigations. This is an area against which she has already been applying scrutiny to the Chief Constable, so while disappointed she is not surprised by this.
The Commissioner therefore accepts the findings, the areas for improvement and in relation to investigations the cause for concern across the report.
She has already spoken to the Chief Constable in relation to these findings and asked him for updates at her formal accountability and assurance meetings, where her oversight and governance of the actions and improvements required will be overseen by her and where the Chief Constable will be held to account for their delivery.
The Commissioner understands that the formal action plan as required relating to the cause of concern has been submitted to HMICFRS and in addition she will be taking the following action in relation to the report.
She has already asked for and received a verbal update in relation to the report at her monthly accountability board.
She will be receiving a formal and detailed written update at this meeting in July
The Chief Constable will be required to provide monthly updates in relation to action plan progress
The Commissioner will require formal written quarterly papers to be submitted to the accountability board until she is satisfied that sufficient progress is being made.
