In accordance with Regulation 36 of the Police Conduct Regulations we are required to publish the following information:

A Gross Misconduct disciplinary hearing, chaired by Legally Qualified Chair Mr Callum Cowx, will be held by Northamptonshire Police Fire and Crime Commissioner at the Northampton Saints ground between 28th and 30th May 2024, starting at 10 am.

The Chief Constable is the subject of the hearing.

Mr Adderley faces gross misconduct allegations to the effect that he has inter alia exaggerated the rank, duration and achievements in his service with the Royal Navy and implied that he served in the Falklands War in breach of several standards of professional behaviour.

Members of the public, wishing to attend, must register by emailing commissioner@northantspfcc.gov.uk, with the subject heading “Chief Constable Misconduct”.

Spaces are limited and to assist with the planning process we would ask that those wishing to attend let us know by close of business on Thursday. Please note that if a request is received after Thursday, there may be a delay in attendance being processed.

The following details MUST be provided: full name, date of birth, gender and address.

Home Office Guidance; Police Officer Misconduct Procedures 2020, states:

  • The person chairing the Hearing may impose conditions
  • The Chair may exclude from the hearing any person whose behaviour, in their opinion, is likely to disrupt the orderly conduct of proceedings

Any members of the media wanting to attend must notify the Police Fire and Crime Commissioners office, in advance, by emailing commissioner@northantspfcc.gov.uk, with the subject heading “Chief Constable Misconduct – Media”.

NOTES TO EDITORS

  1. Restrictions on reporting – taking photographs and the use of sound or film recording equipment during the hearing will be prohibited.
  2. The use of live, text based communications for purposes of simultaneous reporting of proceedings will be subject to further direction
  3. The public will be required to sign a declaration agreeing to the above restrictions.
