“For the most recent appointment process for your force’s Chief Constable (including any appointment of an Acting or Interim Chief Constable where a full recruitment process was undertaken), I would be grateful if you could provide:
- The names and roles/organisations of all individuals who sat on the formal interview or selection panel(s) at each stage of the process (for example: longlisting, shortlisting, final interview).
- The capacity in which each individual participated (e.g. Police and Crime Commissioner, independent panel member, HR adviser, external assessor, senior officer, etc.).
- Any terms of reference, governance documents, or role descriptions setting out the remit of the panel(s).
- The dates on which the relevant interview panel meetings or final interviews took place.”
Response
I have reviewed the information held by the Office of the Northamptonshire Police, Fire and Crime Commissioner (OPFCC) and can confirm that the OPFCC does hold the information requested.
I have attached copies of the reports which were sent to the Northamptonshire Police, Fire and Crime Panel for a Confirmation Hearing held on the 27th of January 2025 for the appointment a new Chief Constable for Northamptonshire Police. The reports provide a comprehensive overview of the appointment process, the individuals involved as well as a report provided by the independent member which is designed to provide an assessment of the extent to which the appointment process has been conducted fairly, openly and based on merit. It also comments on the extent to which the Appointment Panel fulfilled their responsibility to challenge and test the candidates’ suitability against the requirements of the Chief Constable role.
