FOI Request 26052025-1 – Communications from Danielle Stone regarding HMOs/HIMOs

Please provide copies of all communications (including but not limited to emails, letters, meeting notes, internal memos and correspondence with third parties) that involve or originate from Danielle Stone, the Police, Fire and Crime Commissioner for Northamptonshire, which make reference to
houses in multiple occupation (HMOs); and/or
- houses in independent multiple occupation (HIMOs).
Response
I can confirm the Office of the Northamptonshire Police, Fire and Crime Commissioner does hold the information requested. I have attached copies of the correspondence to this email. I have redacted the emails to remove data that was not pertinent to this request and to remove personal data in line with Section 40 (2) of the Freedom of Information Act 2000.
Section 40(2) – Personal data
Consideration on applying this exemption is subject to whether the disclosure of any information would lead to identifying individuals and place information pertaining to them into the public domain. This constitutes personal data which would, if released, be in breach of the rights provided by the Data Protection Act 2018 and General Data Protection Regulations; namely the first data protection principle, which states that personal data will be processed lawfully, fairly and transparently. It is my view that the request runs counter to the three requirements prescribed by law and that there is no lawful basis to provide this information.
This is an absolute exemption, and no public interest test is required.
The issue of HMOs has also been the subject of discussion at the OPFCC’s Accountability Board, copies of the minutes can be found on our website here
