FOI 23022021-1 – Information about delegation of responsibility for CC complaints

Question

In accordance with the provisions of the FoI Act please confirm:

  1. The person to whom the function of making arrangements for dealing with complaints reported against the Chief Constable has been delegated to,
  2. The instrument used to delegate the function of making arrangements for dealing with complaints reported against the Chief Constable, for example whether the delegation has been made in accordance with the Scheme of Corporate Governance or any other instrument
  3. The person identified as being the ‘appropriate authority’ as defined under s. 29.1 (a) (i) of the Police Reform Act 2002, in order to meet the obligations prescribed for the appropriate authority within the IOPC Statutory Guidance on the Police Complaints System

I am writing to advise you that, following a search of our paper and electronic records, I have established that the information you requested is held by the Office of the Northamptonshire Police, Fire and Crime Commissioner.

 

  1. The person to whom the function of making arrangements for dealing with complaints reported against the Chief Constable has been delegated to,

OPFCC Director of Delivery (See attached Scheme of Delegation)

 

  1. The instrument used to delegate the function of making arrangements for dealing with complaints reported against the Chief Constable, for example whether the delegation has been made in accordance with the Scheme of Corporate Governance or any other instrument

The Northamptonshire PFCC is line with the amended Policing Protocol Order 2011(97) details of which can be found within The Police (Complaints and Misconduct) Regulations 2020 which can be found here
